A systematic method to assess the rate base of each distribution company in Panamá at the begining of each regulatory period every four years is developed. According to the Electricity Law, the rate base should be calculated based on the investment book value applying economic efficiency criteria. The proposed method has two stages:
1) Specification and development of a regulatory accountability system that allows to classify physical investment coherently with accounting data
2) Assessment of the company rate base taking into account the corresponding items from the regulatory accountability system and applying them efficient unitary costs.
